Service Overview

In September, 2025, New York State issued its Statewide Policy on Meetings with Foreign Government Representatives to SUNY. At its core, the policy is about giving the State appropriate visibility into a limited set of higher risk international engagements that could present reputational, legal, or security concerns if not handled carefully, while not hindering the everyday academic, research, and educational work that takes place across our campuses. Maintaining that balance is critically important to SUNY’s mission, and it has guided our approach throughout this process.

After working closely with our New York State partners, SUNY has issued revised systemwide guidance that replaces the two prior memoranda dated September 2 and September 22. This updated assessment framework aligns with the intent of the State policy by preserving visibility into higher risk interactions, while giving campuses a workable, tiered model that clearly distinguishes routine academic and research activity from engagements that warrant additional awareness or review.  Please complete the form that is appropriate for your activity.
